VIP Benefit Empty VIP Benefit

Has anyone received the VIP benefit? From what I understand it is a Grant but how does it work? Do you have to submit claim forms? The VAC Website is not very clear and leaves more questions and befuddlement.

I have applied and it has been 7 months and yet no word on it yet other than the Regional office is working on your application and it should be completed soon. I guess waiting 7 months is not considered soon.
