Veterans can't park free in Impark lots, new policy states

Veteran John Collins parked in the Impark parking lot at York and Clarence streets to attend a Veterans Appreciation event at a London Knights game at Budweiser Gardens and was shocked to see he had a parking ticket. Impart had been granting free parking to veterans with a poppy licence plate but has recently changed their policy. Photo taken on Thursday Nov 10, 2016.

John Collins, a 40 year-reservist in the Canadian Armed Forces, was feeling good last Sunday when he went to the London Knights game and it happened to be Military Appreciation Night.

He sure didn't feel appreciated when he came out.

There was a $42.61 parking ticket on his car, parked at an Impark lot on York St.

Collins was shocked because his Ontario veteran's licence plate had allowed him free parking at Impark lots for years.

“I thought - that's great, right before Remembrance Day. At least the London Knights treated me nice,” said Collins, who was a warrant officer in the military police and served in the Middle East, Germany, United States and the Canadian Arctic.

London City Council started allowing veterans with a veteran's plate (marked with a poppy) to park free in all city-owned spaces in 2005, the Year of the Veteran.

The next year city council voted to make the policy permanent.

Impark followed up in 2007, allowing vets with the official plates to park for free on London lots.

Collins complained to the local Impark office, who referred him to the Vancouver head office of the parking giant. He eventually got his parking fine canceled but he is still fuming.

“I think the only reason they dropped it was because a lot of us vets are passing on and someone in their head office figured they wouldn't do it any more.”

Collins said that an Impark employee told him the free parking for vets was quietly dropped about six months ago.

Julian Jones, a senior vice-president with Impark's head office in Vancouver said he was unaware of the free parking for vets in the London's lots and said it create operational problems.

“There's just no way to control it – to offer one group like that free parking,” Jones said.

Jones said Impark will be offering free parking to cars displaying veteran's plates in lots near Friday's Remembrance Day ceremonies in Victoria Park.

The City of London offers free parking to all motorists in downtown lots and street spaces during the Remembrance Day ceremonies.

Just in time for Remembrance Day, Chilliwack city council will decide whether to create "veteran parking only" spots at three civic facilities.

The proposal follows a movement in the U.S. to create the designated spots for military veterans. Several other Canadian cities have followed suit, and some have even created free parking in otherwise paid areas and lots.

The City of Vancouver usually offers free parking to those with BC veteran licence plats in the week leading up to Remembrance Day.

At its Nov. 1 meeting, Chilliwack city council will consider designating one spot each at Evergreen Hall, the Chilliwack Landing Leisure Centre and Twin Rinks.

A regular parking spot would be removed and used for the veterans-only spot.

The Cheam Centre in Garrison Crossing was another location considered because of the military history of the site, according to a staff report, but was decided against because parking is so limited there.

The province introduced the veteran specialty licence plate program in June 2004 to honour veterans and commemorate the 60th anniversary of D-Day.

Ten years later there had been 50,000 plates issued.

We put our lives at risk for these (and use your imagination) and we do this abroad, so the least they could offer a Veteran when they come home (Canada) is free parking.

The more relevant point is that the parking authority board believes that offering free parking to any select group in the community will set a precedent and would lead to other groups requesting the benefit of free parking."

REALLY! LIKE WHO?
Joe Politician, no way José! Put on some combat/sea boots and will talk.....what is wrong with these people on these committees?
They have it too easy, that is what is wrong!
Civilians will never understand Military life period.
They can keep with their status quo and not allow free parking for Veterans, "if" it is going to be an issue.
When did Veterans start not getting disrespected in the community?
Maybe it comes from the fact that the "top leadership" can treat us poorly and degrade Vets, so why shouldn't the general public?  See where I am going with this.
Backlash on the MVA's Facebook page are getting louder and they are trying to put out fires ! ! !

P.s VAC has a media relations department

We need as Veterans to regain our RESPECT in the community.
Salute 2-3 down

What are we Locusts? Are they afraid if they allow free parking to 1,815 Veterans, we would all swarm into town, at the same time, taking up all the "good" parking spots just for sh*ts and giggles. Oh the chaos....Hide the children... ( I would love to be at that future meeting at Thunder Bay's Parking Authority Board)  "Oh no, we lost $18,600 in revenue because of those darn pesky Veterans taking up all the good parking spots.....And my poor wife had to wait 2 minutes for a Veteran to move out of the way and she was late for her nail appointment."  It is not like we are demanding a Red Carpet/Valet Service when we roll into town. (how sweet would that be?) Thunder Bay's Parking Authority should get their heads examined.

Seems like municipalities, towns, villages 'support' veterans once a year (or before elections).
It is hamefull that there are no discounts for veterans in town's sports arenas, swimming pools,
parking lots, etc.
I better stop here... .
Cheers

Thunder Bay's Parking Authority Board isn't supporting the idea of providing free parking to veterans.
The report coming to city council today argues allowing Canadian Forces veterans to not pay for parking every day would set a precedent and would lead to other groups requesting the same deal. The report goes on to say that the offer would have a negative impact on its budget.

"Such requests have been made in the past and free parking has not been approved," the report states.
It's estimated that Thunder Bay has around 1,815 veterans in the city but only 181 have an active veteran's licence plate. These plates are issued by the province at no cost but the person seeking them must have served in the Canadian Forces or some military service.
The city report states that if the free parking program were to proceed, they would probably see more veterans taking advantage of the licence plates.
The report points out that Guelph, Ont., offers a similar program and listed the revenue loss from the last three years. Last year, Guelph lost around $2,500 with 172 active permits for veteran parking.
"It should be noted that the cost associated with offering free parking to veterans or any other select group is very hard to forecast with any degree of accuracy," the report says.
"The information above represents only best estimates. The more relevant point is that the parking authority board believes that offering free parking to any select group in the community will set a precedent and would lead to other groups requesting the benefit of free parking."
The report concludes that if all the estimate 1,815 veterans get those plates, the annual revenue loss would be about $18,600.
