Personally I don't. I am under the Pension Act and not NVC.
l don’t think being under the PA stops you from applying for getting CIA/CIAS, though there is another program whose acronym escapes me, that if you are receiving you cannot get CIA, on top of it. Also, if you were PA and were also deemed to have a DEC, you could have applied for CIAS as long as it was before Apr. 1 of this year.

I must say I am very pleased. Due to a change in my medical condition due to my pensioned  and non pensioned condition I just got approved for grade 3. Don't fear this process. I had to wait about one month after applying to get a RN out and assess me.
