As a major contributor to the creation of the NVC, I highly doubt any CF members or Veterans were consulted before handing out this reward. How could anyone truly looking out for the best interest of Veterans and serving members create legislation that intentionally short changes injured soldiers, while still involved in the heaviest combat action since Korea, all in an attempt to mitigate VAC's future financial obligations.

Charlottetown, PE - The Honourable Steven Blaney, Minister of VeteransAffairs, today commended Keith Hillier, Assistant Deputy Minister ofVeterans Affairs Canada’s Service Delivery Branch, on receiving theCanadian Forces Medallion for Distinguished Service, one of the highestawards a non-military member may receive from the Canadian Forces. “For almost 18 years, Keith has used his talent and leadership toserve the community of Canadian Forces members and Veterans,” saidMinister Blaney. “He is the quintessential example of a leader who isdedicated to improving the quality of life of Veterans. Keith serves asa source of inspiration and I am pleased that the Chief of Defence Staffis bestowing this award upon him. It is a real honour for Keith, and forthe Department as a whole.” The Medallion is awarded to recognize outstanding service performed bypersons or organizations outside the active military community. It isawarded for service of a “rare and exceptionally high standard, whichaccrues great benefit to the Canadian Forces as a whole.” The citation for the award stated: “Mr. Hillier has been an innovatorand a visionary in helping shape Veterans Affairs Canada to meetVeterans’ needs. With unyielding commitment, he has personally takenownership of issues, helped to facilitate realistic, sustainablesolutions, and always placed high priority on the welfare of Veteransand their families.
