Officially it was May 29, but it would surprise me if some files fell though the cracks for a month or two. But if it did happen, it should be picked up when they do the review.
And FYI, to everyone that is part of the class, ELB is supposed to be backdated to the date you were approved for the rehab program, not the ELB application or approval dates. Because for some people, it may have taken months to get their ELB approved. or they didn't even bother applying for ELB before 2012, because they were going to be zero summed anyways.

I could have sworn I had my PA payments deducted from ELB after May 2012. Is this possible? I may have to dig into a bankers box full of paper to find out for sure. Just trying to clarify this. Thanks

They treated the PA pensions the exact same way SISIP did. The pension amount was taken off the gross entitlement, before they calculated taxes. So if your ELB was only $100 after they deducted the PA pension, you only paid taxes on the $100. It would be worse if they deduct the pension from the net ELB entitlement.

How is it they claw normal end pension amounts off elb payments?

the class includes anyone who had their ELB reduced by the amounts they received from a PA disability pension, or benefits under the War Veterans Act, between Apr 01 2006, and May 29th, 2012
