Thanks for the replies. A veteran that I know ask me this question. I simply told him to apply and figure out which system later. I will let him know the answer.

Yes, the only way that it could fall under the PA, if approved in 2019, would be if you had applied for the same condition before 2006, but it had been denied at the time.

INJURY FROM 2002
Question: If someone was injured in 2002 but didn't submit a disability claim to VAC until 2018 and is finalized in 2019 in the members favour, will it fall under the Pension Act or the New Veterans Charter?
