I do believe that Colonel Stogran's "right hand man"is misinformed and if he is speaking for Colonel Stogran maybe he is not that great at his job. Colonel Stogran has personally in an official capacity stated that he was the Ombudsman for the RCMP i.e. the former Senior Deputy Commissioner, who officially acknowledged him as the Veterans Ombudsman for the RCMP. Colonel Stogran stated to myself personally at his office board room in front of wittnesses i.e. disabled Vets. that attended the August 17 news Conference that the Veterans Ombudsman's office represents my concerns. . He has stated personally to me during phone conversation that the Veterans Ombudsman's office represents the concerns of the RCMP disabled Veterans.

Now for the documented proof that Colonel Stogran as the Veterans Ombudsman does in fact have an obligation to represent the RCMP disabled vets like me who by the definition of Veterans Affairs are "clients".

The following is the Order in Council that states that as a disabled RCMP Veteran that I fall under the definition of a client of Veterans Affairs like the disabled Military Veterans. If Colonel Stogran's right hand man WOULD google "SECURING THE START LINE, AN INTRODUCTION TO YOUR VETERANS OMBUDSMAN and look at page 47 which I have copied to this reply it states why Colonel Stogran as the Ombudsman has the RCMP like the Military disabled vets under his watch. If the "right hand man" knows of any changes to the order in council by all means post it.

Annex B: Order in Council
Whereas, pursuant to paragraph 127.1(1)
(c) of the Public Service Employment Act,
the Governor in Council may appoint a
special adviser to a minister;
And whereas the Governor in Council deems
it necessary that there be a special adviser
to the Minister of Veterans Affairs acting
as the Veterans’ Ombudsman;
Therefore, Her Excellency the Governor
General in Council, on the recommendation
of the Prime Minister, hereby sets out
in the annexed schedule the terms and
conditions of employment of the special
adviser to the Minister of Veterans Affairs,
to be known as the Veterans’ Ombudsman,
who may be appointed by the Governor in
Council under paragraph 127.1(1)(c) of
the Public Service Employment Act.
Schedule
Interpretation
1. The following definitions apply in
this schedule.
“Board” means the Veterans Review
and Appeal Board. (Tribunal)
“client” means a person who has
applied for or is in receipt of programs
or services provided or administered
by the Department of Veterans Affairs.
(client)
“Department” means the Department
of Veterans Affairs. (ministère)
“Minister” means the Minister of
Veterans Affairs. (ministre)
“Ombudsman” means the Veterans’
Ombudsman. (ombudsman)
“representative” means a person
authorized in writing by the client or
authorized pursuant to the laws of
Canada or a province for the purpose
of managing the client’s affairs,
but does
not include an employee of the federal
public administration acting within the
scope of their employment and, in
particular, an advocate or employee
of the Bureau of Pensions Advocates.

Appointment
2. The Ombudsman shall be appointed by
the Governor in Council for a term of
three years, which term may be renewed,
and may only be removed for cause by
the Governor in Council.
Staff
3. The staff of the Office of the Veterans’
Ombudsman shall be employed pursuant
to the Public Service Employment Act
and shall be within the Department.

Eric I talked to Pat's right hand man and what Pat was trying to say is because the RCMP has VAC acting as a third party when handing out pensions he can't represent RCMP vets because your not under the "fold" of VAC so that puts you out of the mandate of the Veterans Ombudsman.
Stogran said he would want to see the RCMP, Provincial and Municipal police all put under VAC like military personel. That way the Vets Ombudsman can be a real Vet Ombud for all groups.

I do not understand why Colonel Stogran would suggest this. This means funding a whole new Ombudsman's office taking away money from disabled military and RCMP veterans. I know for a fact that their are former RCMP officers working in the Veterans Ombudsman's Office who know the RCMP/Police Services issues.

Their are two groups of Canadians in Afghanistan doing very difficult dangerous jobs. They are the Canadian Soldiers doing combat operations and RCMP and Police Services officers working with the Afghan National Police who investigate IED incidents as part of their mandate. Their are three common denominators here firstly they are all Canadians, they will all be veterans and some become disabled veterans and they all serve in the same hell hole called Afghanistan. I think one Veterans Ombudsman is all that is needed and no more bureaucracy and red tape.
