Yes there is a lot of good recommendations (wish there was more for the reservists though) but this recommendation is going to be the interesting one..
That Veterans Affairs Canada and the Department of National Defence,
after they have tabled their official response to this report within the
next 120 days, also table, by 30 January 2015, a report outlining the
progress made on implementing the recommendations in this report,
and that the New Veterans Charter, as a “living document”, be
amended to include a mandatory review of its provisions to be
undertaken by the appropriate parliamentary committees as required
Lot's of work for both departments and they either follow this or do the dance of denial.

I didn't realize that the 85% was based on net income. Kind of defeats the purpose of making it non taxable, if the amount you receive is dependent on tax rates being used the calculations.
Current SISIP / ELB plan
pre release income $50000 - 25% = $37500 - taxes = 30000-32000 (depending on where you live).
Proposed ELB
Pre-release income $50000 - taxes = $38242-$42007 (depending on where you live) - 15% = $32500-$35700
Sure, the $200-$300 /month will be welcome, but certainly not the level of enhancements that Veterans and our advocates, were requesting.
