Did the approval letter contain such a form? if not, then maybe VAC abandoned the short lived practice.

Actually, the process now can be delayed a bit, because now in the approval letter, they should have included another form that needs to be submitted, stating how you want the funds (ie: lump sum or over X number of years). Once they receive that form, it can take several weeks for the funds to be released. I went through it last year, and I didn't get my money for six or seven weeks after they had the paperwork. I know, because I mailed it overnight delivery, just to eliminate any unnecessary wasted time.
