The relaxed Permanent Impairment Allowance (PIA) eligibility requirements, is a change to one of the eligibility criteria for this benefit. All the other criteria remain the same.

Today’s change is to the Regulations to the NVC and is not an amendment to the Act. The Act provides that Veterans will qualify for PIA if they have one or more physical or mental health problems that are creating a permanent and severe impairment for which rehabilitation services have been approved and for which the Veteran has received a disability benefit (either a disability pension or award).



Prior to today’s Regulatory changes, the eligibility criteria which governed the definition of “Permanent and severe impairment” are:

(a) an amputation at or above the elbow or the knee;

(b) the amputation of more than one upper or lower limb at any level;

(c) a total and permanent loss of the use of a limb;

(d) a total and permanent loss of vision, hearing or speech;

(e) a severe and permanent psychiatric condition;

(f) permanent requirement for the physical assistance of another person for most activities of daily living; or

(g) a permanent requirement for supervision.



As a result of today’s Regulatory change, requirement (f) is removed, and replaced with “a permanent and severe limitation in mobility or self-care”. There is no longer a requirement for the assistance of another person, and the threshold of “most activities of daily living (ADL)” has been lowered. As of today, a Veteran need only show a permanent and severe limitation in mobility or two or more of the six self-care ADLs. Before today’s change, in order to be eligible for PIA a Veteran required the physical assistance of another person for four or more ADLs. The removal of the requirement for the physical assistance of another person and the lowering of the number of ADLs required for eligibility makes PIA easier to access for those Veterans who need it most.
