Minister Brison Tables 2015-16 Supplementary Estimates (C)
Well folks from the supplementry estimates (c) Minister Brison posted on his site it looks like the treasury board needs $435 million for our SISIP Ltd plan. Could this be the increase to 90% (that's one hell of an adjustment) for example the total charge for last years COLA payment was booked at 50 million.

This funding will restore financial health to the Service Income Security Insurance Plan (SISIP), which provides long-term disability benefits to Canadian Armed Forces (CAF) members. A number of factors have resulted in a funding shortfall within SISIP, including an increase in medically-released CAF members, higher benefit payments, and the effect of persistent low interest rates. Funding in 2015-16 will resolve the current funding shortfall.

Well there wouldn't be a shortfall if they just stopped paying a private insurance company to administer a program that is idential to one that is adminitered by public servants, who are getting paid regardless if they send funds to five veterans or 5000.

6608...I think you may be right...that is a huge amount an if that turns out to be the case we should be looking at 15% retroactively with that number shortfall.
They are talking 2015/2016....an they do say it's for higher benefit payments.

I doubt they will pay retro ELB at 90%, but it would be nice. But I think this shortfall is due to the fallout from the Lawsuit. With all the retro payments depleting their surplus, and the full benefits that people are now getting, SISIP is probably finding that after they take their cut, there is more going out than coming in.

Trooper, for the increase of SISIP/ELB there is no requirement for retroactivity so i dont think that is the case. as for people thinking this is from the lawsuit all adjustments for that were booked under National Defence not the treasury secretariat in the estimates.
Of Note as well is the request for immediate funding to VAC of $110 million (29 mil for Operating expenditures and 81 mil for grants and contributions).

The only thing i am reading here is the billions in sisip surplus has been stolen by the previous government and they have to top it up to keep sisip afloat. the same thing was done to the unemployment insurance in the early ninety's the government of the day stole the surplus and could not account for one penny of the missing surplus. Sisip should have at least 13 billion surplus as it was documented to have 14.5 early into the class action lawsuit. Soldiers veterans and taxpayers have had their pockets picked again.

if I recall correctly I think they said this would be reflected in this current budget or something to that effect but he really doesn't mention it . nor do I see the numbers when he mentions the other reasons .
thing is on its face the increase looks like 15% but that is on the benefit itself NOT the actual payment .
if you were making say 4000 a month your benefit itself is 3000 and will become 3600.
if you have a CPPD deduction of 1000 and mil pension deduction of 1500 your actual payment is 1100 and will become 1700 turning it into a %50 plus increase to your payment .
so it all comes down to your personal situation but bottom line nationally this will add up to a big chunk of change .

SISIP would not request money for a bump in LTD. That has to be "added" to the operating budget of SISIP by the TB.
Rex has it right. Lawsuit, COLA, appeals and increase of medical releases, and increase of $50K for education seem to be the culprit for the shortfall.

This could be just a really big adjustment, however I don't think so here is a breakdown of all the charges resulting from the SISIP lawsuit for info.

This funding concludes the Government's obligations that stem from the Federal Court's rulings on the Manuge Class Action lawsuit. This includes $50 million to settle the Cost of Living Allowance issues for injured former Canadian Armed Forces personnel as prescribed in the June 2014 ruling, and $140 million to replenish the deficit in the related insurance plan's reserve fund due to the implications of the lawsuit. The latter is required by the insurer, Manulife, to maintain the reserve fund at its minimum ongoing level, as per federal regulations.

It would appear the Standing Committee on Veterans Affairs (ACVA) is interested in the $110 million listed in the Supplementary Estimates (C) for 2015-2016, next Tuesdays meeting will be with the Ombudsman talking about service delivery and some representatives from VAC to explain the estimates could be interesting.
