There is no possible way that anyone currently getting ELB and CIAS would ever get more just under the IRB. CIAS is being replaced by a 1% annual increase to 90% ELB, but in order for that 1% increase to equal the current CIAS, even after a decade, your military salary would have had to have been over $11000/mo

For anyone curious about the “reassessment” for those already receiving VAC benefits like CIA, CIAS, ELB etc.. here is my complete contact via Facebook messenger with VAC and their response.
With the Pension for Life coming into effect in 2019...how is it possible to reassess 73K applications on top of the already 30K initial applications that are 2 years behind. Are the adjudicators going to be able to do this? My question is HOW???? What will this reassessment involve?

Adjudicators will not be handling the calculation for those who may qualify for the additional monthly amount.
Last April, when the Disability Award increase came into effect, we automated the calculation and payment process of those who received a retrospective payment. We are working to develop a similar system generated calculation that will identify those who have a Disability Award and calculate what additional monthly amount they may be entitled to receive.
This process will reduce manual intervention and also speed up delivery of these payments come April 1, 2019.

That explains the PSC. The APSC is being transferred over (so CIA 2) will become APSC Level 2, that I understand but it is the reassessment for the IRB that would like to know. How are they going to reassess 73K veterans who are in ELB, CIA Supplement etc.. including all the 6 combined benefits. Is there a program that will do this or is it going to be the adjudicators. Please explain.

Approximately 17,800 Veterans (not 73,000) will be in receipt of Earnings Loss Benefit, Retirement Income Security Benefit and Career Impact Allowance Supplement at the time Pension for Life comes into effect. On April 1, 2019, these Veterans will transition to the Income Replacement Benefit.
Veterans are not being re-assessed by adjudicators. A system will be created to automatically calculate the amount that the Veteran receives under ELB, RISB and CIAS. The system will compare what the Veteran currently receives with what they will receive under the new Income Replacement Benefit. Since these benefits are “protected”, the Veteran will receive the higher amount. Again, the system will handle the comparison and calculations.
