Minister may grant relief from penalty or interest
Here is a link to the part of the tax act where the minister CAN grant relief
http://www.cra-arc.gc.ca/gncy/cmplntsdspts/cnclwvpnlty/menu-eng.html
The Minister may grant relief from penalty or interest when the following types of situations prevent a taxpayer from meeting their tax obligations:
•extraordinary circumstances;
•actions of the Canada Revenue Agency (CRA);
•inability to pay or financial hardship;
•other circumstances
And this is also another very interesting tax link
