NEW COLA rates

You would think that would be the case, but i have learned nothing surprises me when it comes to government.

Don't understand the drop, say like in the examples above for
2003, it drops from 2.0 to 1.75,
2005, it drops from 2.0 to 1.50, and
2011, it drops from 2.0 to 1.5.

Should they not round up not down?
