Bug Out, ur way off. "DEVIL TO PAY" actually refers to painting,caulking, plugging or doing general maintenance on a certain part of the ship or boat. This part is a very long board or plank that runs the full length of the boat or ship from bow to stern and is located inside the vessel but near the bottom. It is very difficult to get at or work on hence the term.
