I wouldn't panic about that just yet, they've hedged their bets in the past and retro'd us the difference. I know that I am not normally the gum-drops and rainbows guy, but we've seen them adjust mid-year and retro before. Like I said, they could just be hedging. Mebbe someone there has their head actually screwed on properly, and figured out that we'd rather be shorted on the front end and get retro than be longed and have to pay back?

Well according to the Pension Act Section 75
Now this was from reading the bottom of the 2011 Disability rate sheet, at the bottom,
http://legion.ca/_PDF/SBureau/Rates2011_DisabilityPension.pdf
NOTE : All rates shown above include a 3.2595% supplement effective January 1, 2010, based on the consumer price index, in accordance with section 75 of the Pension Act.
And this is what section 75 of the pension act states..
This is what the 2012 Rate States on bottom of page....
NOTE : All rates shown above include a 2.8% supplement effective January 1, 2012, based on Consumer Price Index, in accordance with section 75 of the Pension Act.
http://legion.ca/_PDF/SBureau/Rates2012_DisabilityPension.pdf
AGAIN THAT WAS FOR 2011.. Numbers will be different so DONT USE THESE NUMBERS..
Annual
adjustment of
basic pension
75. (1) The basic pension shall be adjusted annually in the manner prescribed by regulation
of the Governor in Council, so that the basic pension payable for a month in the following
calendar year is the greater of
(a) an amount equal to the product obtained by multiplying
(i) the basic pension that would have been payable for that month if no adjustment
had been made under this Part with respect to that following year, by
(ii) the ratio that the Consumer Price Index for the first adjustment year that relates
to that following year bears to the Consumer Price Index for the second adjustment
year that relates to that following year, and
(b) an amount equal to one twelfth of the average annual gross composite wage, as of the
thirty-first day of October of the year in which the adjustment is made, of categories
of unskilled members of the federal public administration designated by the Minister,
minus income tax for a single person calculated in the province with the lowest combined
provincial and federal income tax rate.
Adjustment not
subsequently
affected
(2) A retroactive change in the wages or income tax rates referred to in paragraph (1)(b)
does not affect an adjustment made in accordance with that paragraph.
Adjustment of other pensions and allowances
(3) All amounts set out in Schedules I to III shall be adjusted, in the manner prescribed by
regulation of the Governor in Council, at the same times and by the same percentage as the
basic pension.
R.S., 1985, c. P-6, s. 75; R.S., 1985, c. 16 (1st Supp.), s. 11,
c. 37 (3rd Supp.), s. 13; 1990, c. 43, s. 24; 2000, c. 34, s.
35; 2003, c. 22, s. 224(E).
NOW,
the Treasury Board has put out it's numbers for 2013.. and it's is here
http://www.fsna.com/blog/2012/10/pension-increase-for-2013/
The Treasury Board has announced that the indexing increase to be applied, on January 1, 2013, to Public Service, Canadian Forces, RCMP and federally appointed judges' pensions will be 1.9%.
Dunno if this will help you all out or not..
or just make it more confusing on how they do determine the rate..

Unfortunately, I'm not sure how VAC calculates their COLA each year, but I know that it is usually higher than the national level. In 2006, VAC index was 7.1%, while national COLA was only 2%.

Is our yearly vac increases tied to something else besides the cola, is it not based on the average wage increase in the public service or something , I need Big Rex on this?

Where have you gotten this info? There is nothing on the VAC website, nor has the RCl website been updated. If a frontline worker told you this, I would take it with a grain of salt because a majority have no clue as to what they are talking about.
