Firebird, ELB and PIA are completely separate. You don't need to be getting one, to get the other. I'm pretty sure there are members on here that are getting SISIP and PIA. Have you looked at the new eligibility rules, you just may be entitled afterall.

This is all confusing and to add to it I currently have an appeal for LTD with SISIP under the class action lawsuit. So if I win my appeal I will lose coverage from VAC and no longer get ELB while on the rehabilitation program and thus not qualify for PIA.

I do not meet the definition of severe and permanent impairment for PIA but I do meet the definition for totally and permanently incapacitated for PIA supplement as I have been deemed TPI by VAC.

firebird im curious how could you be qualify for the supp but not PIA. ive never seen that but ive seen it the other way around. maybe your CM will sort that out when the applications go in and you will get both. the thing is I believe you will need to get accepted for PIA before you get the supplement.

I am TPI and currently on the rehabilitation program. I will be speaking with my case manager on Monday about PIA as he contacted me about applying. I think that I do not meet the criteria for PIA but do qualify for PIA supplement.

I will be re-applying shortly, just firing up the boilers. Next week sometime a O/T will do a home assessment on me for starters.

Permanent Impairment Allowance

Severe and permanent impairment

This term is used to identify that the Veteran requires supervision or assistance with daily living and has conditions such as an amputation, loss of vision or hearing or speech, or psychiatric condition.

Total and permanent incapacity

This term is used to indicate that the Veteran’s health issue(s) and impairment(s) are not expected to improve to the point where they will regain the ability to pursue suitable gainful employment.

The Permanent Impairment Allowance (PIA) is a taxable, monthly benefit—payable for life. The allowance is provided when your career options have been limited because of a service-related illness or injury.

Do I qualify?
You may qualify if you have:

a severe and permanent impairment for which you have received a disability benefit, and
a VAC-approved application for rehabilitation services.
How do I apply?
Your VAC case manager can assist you with your application.

If you do not have a case manager, the staff at any VAC office or Integrated Personnel Support Centre (IPSC) can assist you.

You can also fill out the application and mail it to us.

PIA supplement
If VAC has designated you as totally and permanently incapacitated, you may also qualify for the Permanent Impairment Allowance supplement.

The Permanent Impairment Allowance supplement is a taxable monthly benefit payable if you are in receipt of the Permanent Impairment Allowance and, due to the level of your disability, you are not capable of suitable gainful employment.

Suitable gainful employment
Suitable gainful employment is a job or career for which you are reasonably qualified by reason of your level of education, training or experience, and that provides at least 66 2/3% of you pre-release salary.

It is based on inability to work by being deemed totally and permanently incapacitated.

There is no minimum percentage, and they are supposed to take all medical conditions into consideration, even those that are not service related.

I havent had one of them in ten years i quess the first step is to let them know im still alive and im coming to get what is owed to me. what % required for PIA i have 60% and 8 claims yet to file.

The process for me started with my case manager contacting me telling me he sent me an application in the mail and requesting to contact him.
