Yeah Czerv, you can do that. The VIP is a yearly amount that is divided in two payments. The first payment is within about 10 days of approval and the second is 6 months later. I get my work done by people I know because I get paranoid having strangers on my property.

Have a look at the two links above, first post, in particular the 2nd link, (FAQs), you will find all the info you requested there.
Note: Once approved and an amount is determined, it is paid twice a year to the Veteran.
Financial Contributions via Grants for Housekeeping and Grounds Maintenance Services
The exclusive payment method for VIP housekeeping and/or grounds maintenance services is the grant method; wherein the recipient receives an annual grant provided in two installments, subject to continued eligibility of the recipient.
The Department determines the amount of the grant for housekeeping and/or grounds maintenance services using the Grant Determination Tool, based on the needs of the recipient, the need for services, the determination of required number of hours for services, the scope of services required, and the rates for services in the recipient’s geographical area.
The recipient is not required to obtain or retain receipts for housekeeping and grounds maintenance services.

I am in the process of applying for VIP (grass cutting, snow, house cleaning, etc.).
Could I 'hire' next door kid to do grass cutting, snow removal?
I pay him and invoice VAC?
Not sure how that payment part works.
Any suggestion, advice would be greatly appreciated.

How to Qualify for Grounds maintenance & Housekeeping
Veterans Independence Program
The Veterans Independence Program (VIP) helps you remain independent and self-sufficient in your home and your community. Depending on your circumstances and health needs you may qualify for financial assistance to obtain services such as grounds maintenance; housekeeping; personal care; access to nutrition; health and support services provided by a health professional.
VIP does not replace other federal, provincial or municipal programs. Instead its role is to complement existing programs to help meet your needs.
Do I Qualify?
You may qualify for VIP, if you meet one of the following criteria:
- You have qualified for a disability benefit;
- You have qualified for the War Veterans Allowance;
- You are in receipt of Prisoner of War Compensation;
- You are a Veteran who is eligible for, but is unable to access, a Contract Bed (also known as a Priority Access Bed);
- You have been the primary caregiver for an eligible Veteran or civilian;
or
- You are a low-income or disabled survivor of an eligible Veteran or civilian
