Technically you are not paying the HST for VIP services. The grant from VAC a veteran gets twice a year pays the HST. So you are not paying for a service out of pocket.

This guide is for persons with medical expenses or impairments in physical or mental functions and supporting family members. It gives information on eligible medical expenses, services we provide for persons with impairments in physical or mental functions, and other related information on income tax, excise tax, customs, and the goods and services tax/harmonized sales tax (GST/HST).
You are best to read and see if this applies to you which have VIP (Home Care) and Personal care, and get the taxes paid to the Service Provider reimbursed.
2. This should apply to the Housekeeping and Personal Care services ofter by VAC.
GST/HST exemption for a home care service
In certain circumstances, a supply of a home care service is exempt. For the exemption to apply, the following conditions must be met:
the service meets the definition of a home care service;
the home care service is rendered to an individual in the individual’s place of residence; and
either
(a) the home care service is supplied by a government or municipality; or
(b) a payment is made by a government, municipality or organization administering a government or municipal program in respect of home care services to:
(i) the home care service provider; or
(ii) any person for purposes of purchasing the home care service.

I believe this is the application form. I looked through the guide and I don't see where as Veterans we can claim the GST/HST we paid for housekeeping. Maybe someone can confirm this. Thanks.

GST/HST Rebate For Housekeeping
Are we allowed to claim the GST/HST we paid for housekeeping services? If we are, does anyone know what form we need to fill out to get the rebate? Thanks.
