if vac and goc wants to save money on this then set up vac owned grow sites across canada and they can also help fix hiring vets by offering them the jobs to grow this can help everyone but i am sure this makes to much sense i know lots of vets that would love to have a place that they could grow there own to make up what vac will not pay for
