and the Crown is expected to oppose them during the two-day settlement

To me it seemed the Judge has his mind already made up and is ready to place the big red court approved stamp on it. Sounded like he had taken the time to read through all the letters and concerns but pointed out what options were available to him; accept or reject the proposal.
