Wild thing, it isn't as easy as a yes or no. Without the NVC, we would not have ELB, which is less restrictive than SISIP, since it is not limited to the first 24 months after your release. I wasn't approved for ELB until 4 years after my SISIP ceased. The PIA and PIAS is better than the EIA under the PA, because it pays more than EIA, even at its' minimum and taxed. And it isn't restricted to those only being paid at 100%. The only aspect of the NVC that is truly lacking in comparison to the PA, is the disabilty award vs monthly disability pension. So if the Equitas lawsuit forces the GoC to scrap the lump sum disability scheme, on favor of a monthly pension, and it works in conjunction with the existing financial benefits, then the NVC will go a long way towards making disabled Veterans whole again, and not just the most severely disabled among us.
