Increase to Earnings Loss Benefit
Effective October 1, 2016, Veterans Affairs Canada (VAC) will increase the Earnings Loss Benefit (ELB) calculation to ensure your total income will be at least 90% of your gross pre-release military salary. This change will also ensure that the minimum amount of your pre-tax income is at least $44,496.00. To ensure that the benefit is always keeping pace with inflation, annual increases for recipients will no longer be limited by a maximum increase of 2%.


If you are currently receiving ELB income support, there is nothing you need to do. Your payment will be automatically adjusted beginning on October 1, 2016. You will also be advised in writing of this change in October.



Notice for recipients of Canadian Armed Forces Long Term Disability (CAF LTD) program
If you are approved for VAC's Rehabilitation Program

Currently the CAF LTD and the Earnings Loss Benefit are both calculated at 75% of gross pre-release military salary. As a result of the increase to 90%, CAF LTD recipients may qualify for some additional financial support via the ELB. You will be contacted in October if we need any additional information to calculate your benefit.

If you are not participating in VAC's Rehabilitation Program

You will not be eligible for this increased financial benefit. If you would like to participate in VAC's Rehabilitation Program in order to take advantage of this increased income support, you can apply to the program through My VAC Account or by downloading the application form and mailing it to the address on the form.

Since SISIP would be the same as the 75% ELB, or $4000, as per my example.

Current example.

ELB 75% amount = $4000
- $1500 Cf pension
- $1000 CPP(D)
- $1500 SISIP
= actual elb of $0

Future example

ELB 90% amount = $4800
- $1500 Cf pension
- $1000 CPP(D)
- $1500 SISIP
= actual gross elb of $800

The issue with COLA, is that up until now, it has been capped at 2% per year, just like SISIP. That has been changed so that the COLA will actually keep pace with CPI, so if COLA is 5% next year, then ELB will also increase by 5%.

well I didn't add COLA but I'm sure they are BUT I'm not exactly sure how they will do this .

It sounds like they will apply COLA to pre release up till 2016 witch would be odd but fine .

thing is with the silence coming from those in the know and some of the crap coming from some of the lower DVA staff I wouldn't bet on anything .

so what's the deal with
"fully indexing military salaries to reflect actual cost of living increases"

does that mean we're getting some COLA added on?
that they are giving retro COLA?

I'm not sure what to make of it.

90% of your pre release minus 75% of your pre release . it really is just that simple.

if you are collecting a SISIP check and zeroed ELB your increase would be the same .if your deductions were different or you have a pile or you have none as long as your not zeroed out of SISIP witch I doubt anyone is anymore your increase is the same . with the exception of course of those on the minimum.

Thank you bigrex, at the risk of flogging a dead horse here, what if someone were zeroed out of ELB and is on LTD. What would that change with your figures? Maybe I am struggling to grasp everything. Thanks.

true that trooper forgot about them kinda why I hate using simple percentages .

theirs would be roughly 90% pre release salary minus current BENIFIT .

just think increase to 90% is far more accurate .

Don't forget about those Veterans who fall under the set minimum, those Veterans will not see the full 15% increase, remember they changed this from basic corporal, to senior private.

sorry vet missed what you wrote . that's not counting for COLA or tax but everyone is not in the same situation in that regard but this should give most or everyone a good idea of what to expect .

say your pre release was 4000 . then its 3600 minus 3000 . that is 600 .

I think it works out differently than that though.
SISIP takes off your CPPD before sending you the new amount of "2300", which should just equal getting only SISIP. Then ELB gives you 90% - CPPD - "2300"= 15%

not a big fan of using simple percentages but yes you are correct . nothing has changed as far as I have read with the deductions in the new legislation so all the deductions are the same as they were .
