the apsc isn't limited to 78% and higher.... i dont see that anywhere.

The very fact that they are grandfathering benefits, tells me that the Liberals realize that this will lead to the vast majority of future veterans getting fewer benefits. The CIAS alone will equal more than what most will get under the PSC, even with taxes taken out. And since the criteria to qualify for the APSC, will be limited to those assessed at 78% and higher, with no avenue for less disabled Veteran to receive benefits for lost careers, like there has been with the CIA, most future will lose out on both the CIA and CIAS, even if deemed DEC.
They also say that the loss of career will be addressed by the IRB increasing by 1% for every year, until you reach age 60, or to the point that you would have had 20 years served. But it is unclear if that means that A) the base 90% of pre-release pay is increased by 1%, so after 10 years you are earning 100% of military salary, or B) the 90% amount is increased by 1% each year.
The difference
Pre release salary is $5000
Example A
90% is $4500
91% is $4550.
92% is $4600, etc
Example B
90% is $4500
Year 2 is $4545
year 3 is $4590
So the longer that 1% gets added, the greater the disparity between the two possibilities become. Sure it may only be a few dollars to the Veteran, but this could potentially save the GoC millions over the years.
The IRB will also effectively eliminate the RSB (retirement Supplement benefit), that pays 2% of all possible monies received while on ELB, before deductions. So if you get an average of $3000/mo for 20 years, the SRB would have paid you roughly $14000 tax free at the age of 65, to compensate for the inability to pay into a retirement plan.

So I guess the burning question now is; Is the PSC added onto the "not less than they receive now" or incorporated into it?
