I highly doubt it's 'random'. They just say it's random so they don't need to commit to any timetable.

Getting lawyers, both MC and GoC(SISIP) to commit to anything is impossible. Today is Tuesday, and if you asked a lawyer what today was, you'd just get run around. I only know my lawyer's name because it's on his card.
