Well here is the details on the minister's new bill C-58 tabled today..................................."An Act to amend the Canadian Forces Members and Veterans Re-establishment and Compensation Act and to make consequential amendments to another Act"

ya I expected that but was kinda hoping that the regulations and schedules would be included as these have most of the details . kinda hard to vote on something if you have no idea what effect it will have.

If I can chime in here...the opposition parties have 2 weeks to look at the bill before the details are released to the public.
I requested a "coles notes" on the bill when it is allowed to be released to make it easier for us non-university educated vets who have a hard frickn' time understanding policy papers! LOL

thanks teen that would be great these things do keep you jumping from one document to another it would be nice to read one sequential coherent document for a change.

What I read is that these ammendments only apply to those Vets who applied after March 31, 2006. Those who are under the Pension act ... there is no change.
The only thing I can see that may change for those who get a permanent impairment allowance is that the allowance payable is retroactive by one year of your application. Not the actual application date. So those who get PIA may be entitled to one years worth of PIA backpay.
Clause 5: (1) and (2) Existing text of section 39:
39. The permanent impairment allowance under subsection 38(2) and an increase to the permanent impairment allowance under subsection 38(3) begin to be payable on the later of
(a) the day on which the application for the allowance or increase, as the case may be, is made, and
(b) the day that is one year prior to the day on which the application for the allowance or increase, as the case may be, is approved.

Teen, For the RISB it looks like its 70% of PIA and 70% of ELB minus (prescribed sources) I thought they said PIA stayed at 100% after 65?

Well, I did notice that the RISB says that it will be 70% of the ELB and PIA, then minus other sources. lets look at this closely
Current benefits
ELB = $4000
CFSA = $1500
PIA = $584
PIAS = $1074
Total monthly income = $5658
Before 65
4000-1500+584+1074 = VAC benefit of $4158 gross.
Possible benefits after 65
4000-30% = $2800
CFSA = $1200
CPP = $800
OAS = $200
PIA - 30% = $408
PIAS -30% = $751
Total income $3959
RISB calculations
2800 + 408 + 751 - 1200 - 800 - 200 = RISB benefit of $1759
So a Veterans total monthly income money will be reduced by 30%, but the portion that VAC pays out is actually decreased by 58%.

It sounded good for the announcement, but when they went to write the legislation, they saw a way to minimize their liability again. And just like the NVC, they are asking for this to be passed without proper debate or scrutiny.
