There may have been something about not cancelling ELB, after a certain age. But if there was, it may have gone out the window when it was turned into the IRB, because I can't find anything about it now.

in the DEC policy under #18. , it says  “ ...a DEC determination may be initiated by VAC at any time...(g) the veteran eligible for IRB is approaching their 65th birthday...”

Autant que je sache, cela devrait être indiqué sur le total des ELB que vous avez reçu, car je ne trouve aucun emplacement où il est indiqué que le SRB est calculé uniquement sur les paiements ELB reçus après avoir été considérés comme DEC, mais que vous deviez être DEC avant le 01 avril pour être éligible au paiement.

As far as I can tell, it should be on the total ELB that you received, because I can't find anywhere, where it says that the SRB is only calculated on ELB payments received after being deemed DEC, just that you needed to be DEC before Apr 01, to be eligible for the payment.

No, you would not be eligible for the payout as you did not have a diminished earnings capacity decision prior to 1 April 2019 that entitled you to receive the Earnings Loss Benefit on a long-term (extended) basis.

No, they were never ordered to change the policy, just how it was administered. They were told to stop treating the PA pension as "income benefits", under the policy.
