Thanks Bruce. I don’t have confirmation, but I think my dec got approved for, hoping I will get cias as I applied for that the same time. Never knows with vac.

This is all I found.
As of April 1, 2019, the Department will automatically move Veterans in receipt of Career Impact Allowance (CIA) over to the Additional Pain & Suffering Compensation (APSC)—they will move over at the same Grade Level (1, 2 or 3) and will be paid the corresponding, non-taxable APSC monthly amount (not the taxable CIA monthly amount). No re-assessment of the Veteran's extent of impairment is required.
No Veteran in receipt of the CIA Supplement will receive less than the amount(s) of Earnings Loss Benefit, Retirement Income Security Benefit, and Career Impact Allowance Supplement they were eligible for prior to the implementation of the Income Replacement Benefit. These amounts will be protected on coming into force and will be indexed.

Veterans applying now, and up until March 31, 2019, for the Career Impact Allowance (CIA) will have their applications processed under current criteria for the CIA. Veterans who are approved for CIA will have their CIA grade level protected under the Additional Pain and Suffering Compensation (APSC).
Veterans who have an application pending on the coming into force date (April 1, 2019) and who are approved for CIA will have their CIA grade level protected under the APSC. This means, if you are approved for CIA and assessed at Grade Level 2, you will receive your CIA payments for the period prior to April 1, 2019, and you will be paid APSC at the same grade level with an effective date of April 1, 2019.

Yes, the earlier you were medically released, the higher the CIA grade. but it has to be a combination of time served, and the amount of income you can earn. Served for more than 20, but limited to 66.6% or your CF salary, gives grade 3. Between 10 and 20 years served, plus limited to 66.6% of CF salary, grants grade 2. less than 10 years served, and limited to 33.3% of salary, grants grade 1. So if you don't meet both criteria, then you get a lower grade. So if someone served 5 years, but is capable of earning more than 33.3%, they would likely get grade 2.
But these criteria, might only count, if you are having your CIA grade determined, within the next two days. because once Monday hits, they are being eliminated. Now I'm not sure if this will apply to current pending CIA applications, or if it will only be applied to applications submitted after Monday. So if anyone is already deemed DEC, and are currently waiting for a decision on their CIA grade, please do not panic. you may be grandfathered.

how does that work again is it less time in uniform equals the possibility of additional money or more time in uniform, I.e. if you only did 5 years it would have been another 20 years service to reach 25, versus a vet who got hurt in his 18th year of service.?bigrex wrote:Yes, and that is another great thing about getting deemed DEC right now. My cm told me that she is in TRG for the upcoming changes most if this week. Maybe your cm is TRG as well.

Yes, and that is another great thing about getting deemed DEC right now. If you were deemed DEC after April 1st, it would have no bearing on your CIA grade. But as of today, the level of DEC, and your time in uniform, could double, or triple the CIA (APSC) you will receive.

It is probably your CIA level that is still being determined. The CIAS is a set rate of $1145 per month.

Okay. Since you already applied for CIAS, and it would appear your DEC was approved as your benefits reflect in My VAC Account, you should be eligible.
Now it's just a matter of the paperwork catching up.
It was about 5 weeks I think from the time I was deemed DEC until my CIA level was bumped to level 2 and I was granted CIAS.
You can call VAC back and ask to speak to the CM on duty that fields calls when your regular CM is unavailable.

My cm got me approved dec 2 weeks ago, she told me to apply for cias immediately. I did so and she now tells me it is being decided how much i will get. Obviously it wont get sorted out before 01 Apr, but since the application was submitted prior to the changes i will be good to go. Sounds a lot like your situation. Good luck

Your CM would be able to tell you. But as long as your DEC was determined under the current legislation I would say yes.
I suggest you call your CM and get the straight goods.
