Well the max rate in 2009 was $267,364 rounding up your 18% to 20% that gives you an award of $53,472 You are saying you got $66841.
The max rate for 2017 is $314,723 rounding up your 29% to 30% gives you an award of $94,416 you are saying you got $31472
These numbers do not make sense.

The best way to post your numbers would be to take it one year at a time.
IE:
I received an award in 2009 for X amount of dollars? The percentage amount for that award was?
I received an award in 2017 for X amount of dollars? The percentage amount for that award was?
Without giving us those numbers, we are left to guess.

Oops. My last DA date was Jan. 5th 2017.
My DA was increased from 18% to 29%
I was awarded $31472 on that date. I was also awarded $67000 in 2009.
Hopefully you can determine a closer retro figure for me.

Confirmed by who?
What I can say is the calculations we have been using on this forum are concurrent with what was published on VAC's website.
To calculate the amount of the one-time lump sum additional payment, the new maximum Disability Award amount that will go into effect on April 1, 2017 will be adjusted by inflation for each year back to 2006 – which is the year the New Veterans Charter was implemented. The amount of the one-time lump sum additional payment will be the difference between this adjusted amount and the Disability Award amount already paid.
Using a provided chart that shows The Award Amount Before April 1st, 2017 and The New Maximum Award, taken what the percentage was, and the amount received for any one particular year, and subtracting that number from the new maximum amount using the same percentage as was from the year of the award, and that gives you your retro amount for that one year. For more then one year of received awards, you use the same process and add all of your years of retro to get your total retro.
This is exactly what we have been doing in terms of calculating retros on this forum.
Are they to the exact dollar? No, but they are close which is all we really want to know.

here is a link, where it shows exactly what the amounts were and will be for a 100% award for each year. So as long as you know what year/years that you received any LSA in, the numbers should be pretty accurate. The only thing that could alter the amount, is if they pay any interest on the money, which is unlikely.

Does anyone know if the calculations you are using above are confirmed? I've seen about 3 or 4 different methods of calculating the top up, and they very quite a bit.

Your 2009 award at 24% for calculating I rounded it to 25%.
The max award for 2009 was set at $267,364.
25% of $267,364 = $66,841
The new max for 2009 is set at $318,375
25% of $318,375 = $79,593
$79,593 - $66,841 = $12,752
Your 2016 award of $31K is where I'm getting lost.
You state it was assessed to have increased to 30%, that is a difference of 5% from your 2009 25% award.
Therefore I'm assuming by this that your 2016 award was for 5% which gave you $31K
Here is where I'm getting lost, the set amount for 2016 is set at $310,378
5% of $310,378 = $15,518 but you state you received $31K
If you received $31K in 2016, it would have to be a 10% increase
This would give you a total of 35% in awards.
25% in 2009 and another 10% in 2016.
So if you could correct where I'm going wrong, I will do another calculation for you.

I'm not certain of your numbers you posted above, I calculated it as being 25% in 2009, and 10% in 2016.
If that is correct, my calculation would be correct in your retro result.
2009 at 25% $79,593 - $66,841 = $12,752
2016 at 10% $35,467 - $31,037 = $4,430
$12,752 + $4,430 = $17,182 retro.
